Was recently a victim of a same zip code scam
Bought an iphone off a seller with short history and low feedback (I know, I know, I was counting on buyer protection in case of a scam).
First got a tracking code with a delivery date that was same as my order date, ridiculous. Seller contacted and claimed a wrong tracking number and gave me a new tracking code in the message
I immediately opened a item not received case and seller responded by adding the new tracking code to the order
Item was shown delivered but I did not receive it. Followed up with FEDEX by phone and they confirmed that the tracking code was not matched to my address but didn't help beyond that.
Went to my local FEDEX ground station and they were very helpful, printed me a Proof of Delivery with the wrong address clearly shown.
Contacted Ebay and Paypal with this information and opened a case in both. Provided Ebay order details and FEDEX proof of delivery as evidence
Ebay asked for a police report. I went to the station but they need 1 week to prepare the report and my case appeal was closed in sellers favor before that happened. I contacted Ebay when the appeal was still open and asked for more time to receive the police report. Have received several messages from Ebay CS but no clear guidance on how to re-open my appeal.
Paypal process went smoothly and money was refunded to my Paypal Credit.

**Use Paypal Credit for an extra layer of protection and another option to appeal these cases
**Don't open an item not received, open an item not as described case!
