eBay error code 3013 usually returns the message "Sorry, we are experiencing a technical problem". 

It could be a problem on their end, as they are always working on the site or it could be a problem on your end if you are using ebay away from your home wi-fi, or a new device, and the site does not recognize the ISP. Sometimes operating system or browser updates, can cause the code to be issued as can deep cleaning your cookie cache, or temporary internet files.
