How does one go about blocking another member? I am receiving rude and threatening messages from a seller who never shipped my item.

Contact eBay customer support to report this seller.
Then refrain from opening messages from that seller.

Go and contact eBay and report that seller. eBay will get action about this problem and they will solve your problem.
