There is no fee to cancel a fixed price listing or an auction-format listing that has not received any bids.
If an auction has bids but has more than 12 hours left you can end it early, but you will pay the same final value fee (i..e, 10%) whether you choose to sell to the curent high bidder or cancel the bids and end with no sale. As noted above, you get one free ride per year.
