The management of eBay writes that I amlimited in purchasing, but not explaine the reason. Country Georgia is allowed to buy.

Normally buyers are only limited when they first sign up for the site. However, the limits may be put back in place if you buy something much more expensive than is normal for you, or if you have not paid for some items. Even if you could not pay for some reason such as the currency the seller accepted, the limitations may be put back on your account.

They did tell you the reason why, it is right there in the very first sentence of the message you posted:
"YOU HAVE REACHED THE LIMIT FOR AUCTION STYLE LISTINGS".
It goes on to explain further.
As a new buyer, you have limits. Those limits will only be raised as you show a history of responsibly paying for the items you win or buy.

Another way for ebay to get rid of auctions - and sellers like me who only list auctions.
