Then why didn't you put him on your blocked bidder list after the first time?
eBay actually gives you a tool to protect yourself. And it's easier than ever to find in the new Seller Hub.
So use it instead of complaining to nobody in particular.

There are three ways of dealing with Non Paying bidders/buyers (NPBs). Set up your buyer requirements to automatically block buyers who: have 2 unpaid item strikes in the last 12 months, or add non payers to your blocked buyers list (BBL).
If you file Unpaid Item Disputes (UIDs) and the person does not pay, they get a strike. If they already have one strike. The Buyer Requirement which most sellers use, will stop them from bidding on or buying from the sellers using the requirement. To be safe add any non payer to your BBL so they cannot bid or buy from you.
You should also set up the Unpaid Item Assistant, which will automatically open a UID in as little as 48 hours, and close it 96 hours, exactly 4 days later if payment is not received. However, if your buying rules allow combined shipping for items sold in the same week, the assistant may not work from 3-7 days after an auction or BIN ends. Read the info in the links below.
