Identification Barbie (?) Accessory

Hello - this item was found in a Barbie box of stuff.  It was made in Thailand.  I'm not sure if it is even a Barbie accessory.  Would someone be so kind to let me know if it is a Barbie accessory and, if so, what it goes along with?  Thank you!

Yep, that is right.  There is a small missing piece that snaps into place.  I have this too and always wondered if it had legs.  Now I know too.
