How does one set an epson printer to always print on a half page in horizontal whether USPS or FEDX

With the current FedEx format, you can't.  You need to manually make the change.

Make sure your browser opens PDF files (like the label), with Adobe and not its built in reader.  For FedEx you will need to change the orientation, and increase the scale (115% or so), to fit the label to the half sheet.
