"Turn on offers" is not working when creating a new listing

Sometimes "Are you sure you don't want to allow offers?  65% of listings have it on. Turn on offers" is displayed when creating/editing a listing but most times it does not appear.  When it does appear beneath the "Charity" section, clicking on the link "Turn on offers" does not do anything.  I can't find any other place on the listing editor page where I can toggle the option to allow offers.  I have tried using Chrome and Edge with the same results.  No ad blockers are enabled and javascript is enabled.  Please help!

By turning of "Buy it now", the 'turn on offers' link worked as seen when I previewed it.  Then I turned on "Buy it now", saved for later, then edited it again where it showed "Buy it now" switch was on but in preview, "Buy it now" was not displayed and Make offer was still displayed.  I would expect a message stating that "Buy it now" and "Make offer" can't be enabled at the same time so I think there's some sort of bug.

I do not see any active listings under this user ID.

Try creating a Fixed Price listing, and you should then be able to add the Best Offer option.
