The seller offers combined shipping, but hasn't configured it to be automatically applied.
So I went through the usual process of "Request Total" so that I could be supplied an invoice with the correct shipping cost.
It successfully takes me to the "Request total from seller" page, but then when I click "Submit Request", I get this:
Nice error message you've got there eBay!
To resolve this I'm obviously going to manually contact the seller, and request a combined shipping invoice.
However, does anyone know why this is happening?
I'm sure this feature has worked in the past; is it just that ebay's QA team are a bit rubbish?
Perhaps something specific to the ebay.co.uk domain? It wouldn't be the first bug I've encountered that occurs on domains outside ebay.com
Is there somewhere this kind of issue can be *easily* reported?

You are asking on the US site. Which site were you on when you tried to request the total? I would sign out, then sign in at ebay.co.uk and try again.
Also clear your browser history of any ebay.com pages.

your own opening statement gives the answer:
"The seller offers combined shipping, but hasn't configured it to be automatically applied."
