On 10/2 I attempted to cancel my account because Ebay had gone into my bank account and charged me $3.87 for early cancellation of a listing. Someone here had told me that I had agreed to let Ebay take funds out of my bank at sometime in the past. I don't recall that, but whatever. Ebay said I couldn't cancel the account because I still owed $3.87 and therefore the account was "restricted".
I went to live chat to dispute that Ebay could take money from the bank account and finally got to Christy:
We have an agreement that you will be charged of your fees based on the account you added on our system. Not to worry since the item was not sold and you ended the listing saying its no longer available. I will go ahead and submit a one time courtesy credit so this amount will be refunded back to your account.

We need to request for the credit to be process first then we can request for Account closure.

So Ebay took their $3.87, paid back the $3.87 as Christy said would happen, and according to the transactionlist site mentioned above, the total owed/paidout is $0.00. So, I guess we're all square.
Yet, today, when I attempted again to complete the account cancellation, I got:
"There's a restriction on your account. You'll need to contact us to get this resolved."
Here we go again...

You agreed to it when you listed the item for sale.
Since there has been a recent transaction, they won't close the account for awhile.

OK, let's assume I'm stupid. How do I get from under this Ebay restriction? Where did I agree to this? Please offer quotes. How long do I have to wait until the account can be closed?

They don't usually close an accounts completely for a couple months.

Hi @exusafvet
You 'agreed' to pay fees when you end an auction early ... as well as multiple other things ... when you signed up to sell on eBay. [We're fellow members ... not eBay ... so have no access to your account to quote you from it.]
You can just stop selling ... and not be charged anything again. You can just use your account to buy.
It takes weeks/months to completely close an account. You should be able to begin the closure as soon as the 'restriction' registers on your account. [I have no idea how long that might take, as I've never had one.]

Within 24 hours of receiving your request, we'll send you an update on its status to your registered email address and eBay Messages. Generally, it takes 14 days to close an account from the date we receive a request, though it may take up to 60 days if you've had any transactions, payments, claims or disputes in the previous 30 days.
After this period your account will be permanently closed and your data will be deleted. If you change your mind during the time it takes to close your account, you can contact us and ask to have it reopened, if your account is in good standing (not restricted or suspended).

Ok, thanks. You showed me that I need to thoroughly read any legal user agreements.
Perhaps I didn't make myself clear. I never disputed the charges involved in ending the auction early. What my dispute was that Ebay simply helped themselves to the linked account for their $3.87 (yeah, I know it's not much) without asking me to pay it first. Perhaps I naively trusted Ebay to take what I consider the civil route to collect their fee, like ask me first to pay the $3.87. Heck, I could probably find that in the sofa cushions.
That one is on me. It won't happen again.

Good advice. Thanks again. Now that the balance due to Ebay is $0.00, I'll just keep trying to end my account 'til it goes thru.
