Purchased listing for 36 golf balls. Seller shipped 25. Seller admitted error and started playing games, selling partner mistake, what’s the big deal, wanted to make up on future order, ect. sent request to EBay to step in and review conversation. Only wanted fair partial refund.
Acknowledgement of complaint received, two months later no response from EBay.
Can’t reach anyone by phone, and unable to place feedback as it seems to have been locked out. Does EBay care about customers ripped off by sellers or just that slow ?

Did you open an ITEM NOT AS DESCRIBED, missing items complaint within 30 days? And then went back and asked ebay to step in when it wasn't resolved? If so go back to the case in the Resolution Center and see what the status is.
