Security key for eBay two factor authentication

I have wasted a couple of hours on the phone with eBay "Support". They deny that eBay supports two factor authentication any more. That is at odds with what Brian Krebs (http://krebsonsecurity.com) says. eBay supported a security id hard token as well as the Symantec VIP app to generate a two factor authentication code for login in the past. Customers who set that up still can use it.

Yesterday, they told me that PayPal would give me a link to set it up for eBay. PayPal, though told me that they don't do that, go back to eBay. However, today, eBay customer services tells me it is unavailable. Evidently, they won't allow customers who weren't already using it to set it up now.

Can someone tell me how to enable this for my account. It's not acceptable for eBay to downgrade their security so much.
