So I purchased an iPhone 11 Saturday evening and it showed that it shipped out Sunday morning. It says the carrier is usps but the tracking number was from ups. When I tracked it the tracking number was for a package that was delivered in another state. I order a lot from here and I’ve never had anything like this happen before. Just trying to figure out if this is a scam.

Yes, and it's becoming more common too.
eBay is aware of it to some extent.
So you bought it Sat nite, and it's already delivered somewhere within a day?
Notify the seller first and let them know the tracking is not for your order, and let them explain if they can.
Is this a new seller with very little or no feedback, or even other buyers posting feedback about the same tracking issue - can you tell?
Then you can contact eBay CS for next steps - if you open a "not received" claim it will be closed because tracking shows 'delivery' somewhere. Then you have to appeal and get eBay to look at the delivery address, etc.
Best option is to let eBay CS know using social media -
They have a very good team there to help resolve problems.
Only use the Private DM or PM Messaging - do not post your account info publicly.
Give them your User ID, your real name/address, the email attached to your account, Item # and tracking detail.
They usually respond in a day or two.
