So I had a return request from somebody that I believe damaged the item and then wanted to return it saying it was defective when they got it. They put two pictures that were of terrible quality with the request I asked for better pictures so I can see the damage now they said it arrived damage so they should have made a claim with the shipper not with me but that's besides the point the reason for this post is I have not received this item and the person is not messaging me back when I ask for the item back and eBay already refunded them their money even though I do not have the item in my possession. I also cannot get a hold of anybody from eBay I did have somebody that worked at eBay message me on this forum but there's no way for me to reply to that person. All I want to do is get my prop back because I don't think it's damaged I think that they bought the wrong item and I do not take returns for items that are purchased in error.

The correct course of action is to refund AFTER you receive the item back. (eBay tells you this in the return case.) Once you refund, the buyer has not obligation or incentive to return it. eBay cannot help with this.

@inceptions , actually, I was wondering if the buyer escalated the case to eBay, since the OP said EBAY refunded them. In that case, doesn’t the buyer normally keep the item?

When you say eBay refunded the buyer, do you mean they refunded the buyer themselves or do you mean they took the funds from your account to refund the buyer because the buyer escalated the case?
If the former, you are not out any money and the buyer keeps the item. If the latter, because you didn't respond to the case, the buyer automatically keeps the item and the refund. Either way, eBay will not be involved in a return of the item.
You can contact the buyer and mention that tracking has indicated the package was delivered and would she like to either repay or return it if you send a prepaid shipping label, but again, she is not required to do either.
If the buyer agrees to return the item, you can purchase a return shipping label and email it to the buyer. (Many sellers do this through pirateship.com.) If the buyer agrees to repay, you can send an invoice to the buyer through PayPal if she has an account. In that case, you'll need her PayPal email address.
