Return request

What is the process for when a buyer submits a return request that gets approved and the buyer fails to ship the item? The return request was approved on Feb 19th and it is now March 13th and still have not received the item and keep being prompted by Ebay to issue a refund by March 16th even though Ebay is showing on the sellers page that the buyer has not shipped it yet. I also thought that Ebay had a time limit on buyers to return the item? Thank you
