Removing revised feedback

I would like to remove feedback given to a seller.  I initially gave him negative feedback but we worked things out, he gave me a partial refund and sent a feedback revision request.  I gave him neutral feedback assuming it would not harm his feedback rating.  He is a seller from Egypt and told me now his account is restricted.  I would like to remove the feedback entirely.  Is there anyway to do that.

Since you already revised the negative feedback, you cannot revise/remove the neutral feedback.

Neutral feedback would not result in a seller's account being restricted.

Is eBay able to remove it if I call?
