I've been selling collectible figures I inherited. Because they are porcelain, I take great care in packaging the items. The items are protected in bubble wrap, and the bubble-wrapped item is protected in the box with additional bubble wrap. I've received positive feedback for the care I take in packaging.
Someone from overseas bought an item and is claiming it arrived broken. From what I gather, the individual resells items that are purchased. There is a small piece attached to the main item in a space that would not be at risk for a break. I suspect the the buyer is trying to get a refund, and will fix the item and resell it.
I just declined the refund. Is there anything else I can do? I've never had this happen before.

Your buyer did not buy a broken item.
When a buyer opens an item not as described return, if you don't accept it, eBay will refund the buyer from your account and allow the buyer to keep the item.

You are responsible for getting the item to the buyer in listed condition. If it is damaged in transit and arrives broken, you will refund. That's the policy you agreed to when you listed the item for sale.
