Refund

Can I file a complaint against Ebay? I bought 2 rings under a different account with a gift card. Ebay immediately suspended the account so I can't get access to it. The seller refunded the rings but I never got the refund. Now I'm out $200 because of Ebay doing this. There was no reason to suspend the account!!! What can I do??
