Recurring Insertion Fees???

I am new to Ebay, though not new to selling online. I have not added any listings since may, yet I keep getting charged insertion fees.  Is the insertion fee recurring?  If not, what is causing this charge to occur, especially since we get 250 free listings every month?  I see no articles or information on this topic.  As an example, I listed nothing in July, and I did not relist anything either.  I only sold items on Ebay or removed listings that sold on other platforms.  Yet I was charged $42 in insertion fees.

Fixed price listings are charged by the month. The 250 free listings are subtracted from the number of listings running each month. I see about 361 listings running on your account. Those listings that exceed the free 250 are charged at 35 cents per listing per month. So it looks like there would be $39 in fees if calculated today. In prior months, if you had more listings than 361, your fees would be higher than $39.
