How are these allowed to be sold on here? It states on each package NOT FOR RESALE. People listing these are going against Girl Scouts, against price gouging, and against their legal terms of the item.

The Girl Scout website cautions you from purchasing them from auction sites like eBay because freshness and authenticity can't be guaranteed. Doesn't say not allowed, just there's no guarantee they'll be the real thing if you don't buy them directly from GSA.
Not for resell means they don't want you buying Girl Scout Cookies to mark up and resell in your bodega, convenience store, or grocery store.
Think of it like this- when you see not for resell on cosmetic or perfume samples given to you at Dillard's cosmetic counter for example, it means the cosmetic company doesn't want those samples to be sold by Dillard's. They don't want Dillard's to put them in with their retail stock. But the person getting the free samples from Dillard's can do with them what they want, including selling those samples they legally acquired in their yard sale or on eBay.

Price gouging is when you sell critical items that are in short supply during an emergency such as a natural disaster, worldwide pandemic, train derailment that causes an explosion of toxic chemicals that poison the air and water supply. For example: face masks, bottled water, lumber, medications. Girl Scout cookies don't qualify.
If you don't want to buy Girl Scout cookies on eBay, buy them from a local girl scout troop.
