I purchased 4 crates, they were too small and therefore useless. When I initiated the return process I keep getting messages from the seller. First they told me to ship only two of the crates directly to another buyer. Now they want all four crates going to a different buyer! I have never encountered this. It appears I am to pay shipping to send the crates to someone not knowing if I will even get my refund issued after shelling out more $$ to ship them! What should I do now?

Stop communicating with the seller.
Since the seller did not issue a prepaid return shipping label for you to use to ship it back to them, you can now go back to your Return Request and click on the link to have Ebay step in to help you.

I attempted to do as you suggested but keep going in circles with the website. They do not make it easy to even ask for help! I followed the steps but do not see any button that says ask ebay to step in and help. AAAArgh!

If you do not see the link in the Return Request to have Ebay step in to help you, perhaps it has not been 3 business days since you filed the Return Request? Or has it been more than 30 days?

I found a way to report the seller (so I thought!) because they messaged me another buyer's name and address which violates ebays rules. I filled in the form but when I click on send I get an automated message there was a problem and to try again later! E-bay is not helpful at all.
