Instead of (or in addition to) the stated delivery address, eBay also looks at other location information (e.g. country of registration, IP address) when blocking due to suspected export/import restrictions on an item.

Your registration shows you are located in the Ukraine.  Carriers in the USA are not shipping to the Ukraine.  Therefore, sellers have no way to ship the item to you.

Double check that your primary address is located in the USA.  If you still get that error message, the seller may not have specified shipping details.
