There should be a way to add a surcharge if the customer wants to add non machinable to the ebay plain envelope program for sports cards

Sorry, but the reason this won't work is because the only way to scan eBay's proprietary barcode is for it to pass through the scanning machinery at a USPS central sorting facility (hub). If the item is non-machinable, it won't pass through that machinery and can not be scanned.
Below is a picture of a letter feeder that tosses out letters that are more than 1/4" thick.
And below that is the high-speed letter router with flippers that send the letter this way or that. The flippers are actually a blur when in action. Lumpy or stiff items jam going around the corners and are removed from the sorter (thus, no scan).
However, lumpy items can be made smooth if sandwiched between two pieces of thin and flexible cardboard (like cereal box or Fedex/UPS overnight envelope material).
The only way to deal with a stack of cards is to divide them into smaller stacks that can be curved around a coffee cup after being sandwiched between soft cardboard.
