Multi-user account: need permission to create templates

We made our account multi-user, but the users don't have all the capabilities that I have on my personal account. Specifically, I can't make or use templates. Also, the Reports tab on the Seller Hub page is not there so I can't use an excel file to upload listings (other tabs are also missing.)

The account owner says I have all permissions, but obviously I don't. But I'm not knowledgeable enough to know what permission I need to ask for.

Any suggestions would be appreciated.

Multi-User Account Access is still a limited feature, though they have expanded what it gives access to.  Unfortunately, some things are just still not available. I will note, I have it set up on this account to my business's account, and I do have access to the templates which were set up on that account, so I'm not sure why you don't have that feature, if everything is enabled in the settings.  I just checked the Reports tab, however, and while I can access it on this account, it downloads and uploads for this account only, not for the MUAA primary account.

Is this account opted into the Seller Hub?  If you're not sure or you know it's not, try going to this link to see if it activates it: https://www.ebay.com/sh/lst/active That may fix the issue with the templates, though I can't guarantee it.
