I am buying a commodity and the seller is using eBay secure selling and I received an invoice from the below email, is this email legitimate:
ebay@purchases-department.com
and can I go ahead with the purchasing ??

That is not the way it works. I would not purchase it that way.
I would run from that buyer.
A legitimate item should be purchased and paid for on eBay. There is no need for an invoice and no need to go off eBay to pay.
If you are logged into your eBay account, go to the top left hand corner of most pages and look for "My eBay" (You can find it from the home page)
In My eBay you will see items you purchased, items you need to pay for and information about your account.
Only pay for an item that appears on the eBay site and through the eBay site, not a link to another page.

That is not a legitimate eBay address.
This is a common scam (usually for vehicles but may be for other types of items as well), and you are dealing with a criminal who is trying to steal your money.
eBay has nothing to do with listings on other sites. If the item isn't listed on the eBay website and if you don't purchase it through the eBay listing, the transaction has nothing to do with eBay.
