International Shipping Technical Difficulty

I have an item marked to ship internationally.  It is a china plate.  A potential buyer in Canada said that when she went to check, eBay said that the seller does not ship to her location.  I checked the listing and there seems to be no indication that I have set any exceptions.  I called eBay.  They said the item is not marked for international shipping. I was to revise my listing to (even though mine says Global Shipping) to reflect global shipping.  Wait 24 hours and it will update in the system and all will be fine.  It is not.  It still says it will not ship the item.  Anyone else have this problem.  My potential customer also said it is on more than one item??
