buyer in hurry, so rushed order after they had already paid standard shipping. told them i would invoice for the expedited shipping and now can find no way of doing that.

You can’t send an invoice unless the buyer purchases something. So you can set up a listing like this -

Or, you can ask the buyer for their email address and send a PayPal invoice, if you have a PayPal account.

Hi @zitschne
You sold a Jigsaw puzzle and Coffee Maker today. Not sure what urgency there would be for those items but some Buyers push Sellers and in this case you will have to eat the cost of the expedited shipping you used.
You cannot invoice Buyers for more than what they paid for, eBay makes no provisions for that.
Occasionally Buyers ask how quickly I can deliver something. I advise them I don't deliver the items, USPS does. All I can do is get it to the carrier in one day from the time of order which is my handling time. I can add expedited shipping if they want but thus far after 9 years of selling not a single customer has paid for expedited shipping after I add it.
