How do I get a return label to send to my buyer

I Ned to send a label to buyer but can’t find where to purchase

In general, when a Buyer opens a refund request on eBay, once the Seller approves that request, eBay will automatically send them a prepaid return label. 

If that's not the case here, in order to send your Buyer a label to return their item, you can purchase a discounted label on PayPal or Pirateship and email it to your Buyer.
