A seller posted a car piece we needed for a car. It said new but when we received it, it was used. We asked for a refund and they said no,  at first.  Now they said partial return.  I have been trying to contact EBAY but I'm unable to.  I'm clicking on he purchase. Then went into more options , but it doesn't say anything about asking ebay to step in.  How can I get a hold of them?

If you open an Item Not As Described dispute, and seller offered a partial refund, just decline it.  Then on the fourth day if no full refund or return label is provided the option to ask ebay to step in will be available.  Do not close or let the case expire without resolution.

You didn't mention how you contacted the seller to request the refund ... like whether you opened a return request OR just contacted the seller directly.  

• You first have to file a 'Return request' from your Purchase History ... choosing 'Item doesn't match description or photos' as the reason for the return.
• If the seller doesn't provide EITHER a prepaid shipping label OR a full refund within 3 business days ... THEN you go back to your open request and ask eBay to step in.  [You won't see the link to do that until it is time to use it.]

There is no need to contact eBay outside of the return request.  It would only complicate the procedure.
