Help Creating International Return Shipping Label

I have been clicking around for hours and can't for the life of me figure out how to buy a label through eBay. The tutorials I watched seemed to have a prompt that led them to it, which I haven't seen.

You can not buy or create an international return label.  If you are responsible for the return shipping, you need to give the buyer the money to pay the return shipping - he has to buy the shipping in his country.

You can ask for his paypal address to send the money, or arrange a different way to pay him. eBay does not have a way to do this.
