A few months ago, I bought a 'preorder' for 5 booster packs from the then upcoming Astral Radiance set of the pokemon trading card game from a seller called pokevinh. I happened to be moving at the time, so it was an awkward situation. The seller came off as very understanding and helpful. I gave him the address I had moved to after I settled in. Then, for several weeks, no responses. The item never left the "Pre-shipment" status on tracking, and months later I had decided to open a case. This was my first time with the ebay refund system, so I didn't really know there was an "Ask Ebay to step in" option, and I guess the refund time frame passed? I contacted customer support, and an agent helped open a manual refund request, but it's been about 2 weeks with no updates. I'm still holding out hope, but I have a feeling I was just flat out scammed.

Did u reach out to customer support again?
If it falls thru, open a PayPal case for up to 180 days from transaction date or dispute the charge

Sellers of presale items are required to provide the exact date the item becomes available in the listing and are also required to ship within 30 days of the sale.
On eBay, buyers have up to thirty days from the last estimated shipping date shown in the Purchase History to file a case. After that, eBay can no longer help.
PayPal and most credit cards provide some protection for up to 180 days from the time of purchase. Check with your card issuer to see if you have any options remaining.

I guess I'll reach out to customer support again. I didn't buy through PayPal, so that isn't really an option sadly. Thanks for the advice!
