Express payout problems

I keep getting messages saying i can get express payouts through my debit card and when i go and select "add debit card"  i get a response of "unfortunately, debit card payouts cannot be enabled for your account at this time". 

I sell on ebay frequently and have a %100 feedback so whats the problem?? If anyone can help me with this it would be much appreciated

Express Payout cannot be selected if you have already selected daily payout.  You must have a weekly or by-monthly payout schedule in order to select Express Payout.  There is a fee for using it.
