Escheat Process

So in the past I had opened an eBay account and listed some products and then completely forgot about the account and came back a year later to find that my account had been restricted because I had sold some items and never shipped them out. Those customers were all refunded of course but eBay obviously must not have taken lightly to this as my account was restricted. I tried to get in touch with somebody at ebay to talk to about unrestricting my account and what the process moving forward would be as I had a good feedback score and reputation for the most part but I was unable to get in touch with anyone about this regard. Not thinking it was a big deal I decided to start another eBay account and just start fresh. Things were going great at first I had just bought a liquidation load of new electronics and sold a lot of stuff right away and then all of a sudden my account got restricted and i received a MC011 message from ebay telling me that they needed to make sure i was legit because i was a new seller. I thought no problem, I have been on my game shipping out things same or next day and uploaded all the tracking numbers for every order. Nope wrong big problem, ebay took days and days to get back to me and then followed up wanting a bank statement, my drivers license, the manifest from the load. I send all that over for them to tell me my account has been indefinitely restricted and that they are holding all of my payouts! I called a representative and she told me I need to file and escheatment with my state to get my money and there is nothing she can do! Im assuming this all has to do with my old account or something but I cant even get any info from ebay to know for sure. Im going crazy I would love to be able to continue to use ebay but even if I cant do that I need my money! if anyone has any advice for how i could get this resolved it would be very much appreciated.
