EBucks not working

I got the eBucks email and clicked the activate it.  I then searched eBay for any number of items that I normally buy and nothing shows eBucks information.  I tried buying a laptop, a coin (not in the bullion category, etc.). I have had this problem ever since Jan 1, 2017.  Last year I purchased every time eBucks were offered.  Just not sure what changed after Jan 1 where it doesn't work for me anymore.  Thoughts?
