Item shows delivered by post office but buyer said they didnt receive it ?

If the tracking number shows the package as DELIVERED, the seller has done his/her job.

The buyer has to track down the package: check with household members, neighbors, bushes, porch.

If the package still cannot be found, buyer needs to take the tracking number down to the post office. They can check their internal systems to see who scanned and delivered the package and check with that postal carrier to see if s/he remembers the package.

Someone may have stolen the package out of the mailbox or off the porch. File a report with the police department.

If the buyer files an Item Not Received dispute, you will win because you can provide a tracking number that says DELIVERED.

Unless the buyer gets documentation from the carrier that the delivery of the package was not to the particular address given as the shipping address (sometimes they can verify or rebut with GPS records), you are not responsible for any loss (e.g. porch pirates).  It's a good idea to cooperate with the buyer and  advise the buyer to check with the carrier to verify or rebut (eBay does not require the address where it was actually delivered, only a statement from the carrier that it was not to the given shipping address).

 

ETA: In the absence of specific special information from the carrier, eBay goes by the online tracking reporting that anyone with the tracking number can access.  If it shows delivery to the correct zipcode it is presumed to be delivered to the correct address in that zipcode absent specific rebuttal by the carrier.  Be aware that there have been dishonest sellers shipping low value items to a business in the buyer's zipcode to take advantage of that and so the buyer can rebut the presumption with documentation from the carrier.
