Dealing with a large item return long distance

The item is large and requires 2-3 men to move it and pack it. Costs between $300-$700 for shipping. I listed the item had some damage. Another possible buyer asked for more pictures and I listed those and responded publicly with 4 more pictures of that area. The winning Buyer took 3 weeks to finally ship the item to his destination about 1500 miles away. On arrival, he's claiming I didn't list the damage, and "What do I want to do about it?" and then immediately lists it for a return. He won the item about $1200 cheaper than the average price for the item. I feel this guy is already trying to scam me from the start. He over-bid a few other people to win the item. I've replied with an email saying it was noted there was an issue, he got a great deal, the damage isn't even noticed from the front or sides. Its in the back of the item, which would face a wall. To me, go ahead, ship it back. I have pictures of everything. And if anything is missing or damaged, I'll be charging him on everything.

If he opens a return case through eBay, you’re required to pay for the shipping back to you and refunding the buyer in full after receiving the item back.

Then why bother with "No Returns" when you post something for sale? And like I said, there was a description that included pictures of the issue. To me, he's a scammer. And what happens when I get the item back and its not in the condition it was in when it left my house? Missing parts? Something broken?

ebay's Money Back Guarantee trumps the seller's No Returns policy if the item never arrives, or it is Not as Described.  The No Returns policy is only good for buyer's remorse:  changed mind, didn't like it, doesn't fit, found it cheaper elsewhere.  For those reasons, the seller can decline a return.

 

If the seller is top rated, or free returns, the seller can deduct up to 50% of the refund if the item is returned in a lesser condition than it was sent.

Who decides that "Its not as described"? I said there was an issue and I included a picture. Since its a larger item, and eBay only allows 12 pictures, its hard to cover everything. Another possible buyer asked me a question that issue. I responded publicly so I could include 5 more pictures and I described more of the area. So the Buyer has information available about the description that he's complaining about? 
I've responded to his request 2 days ago and I've yet to hear a response. That's within the the date that eBay has asked me to respond. What happens if the Buyer doesn't respond?
