Buyer getting "seller will not ship to your location" in error

I have a buyer trying to buy multiple trading cards from my listing. When they go to finish the purchase it says "seller will not ship to your location" although I have no exclusions on shipping in the US. I tried changing the delivery options and still no luck.  Why would he get that message if i ship to his location?

It's a known bug that eBay is aware of and working on.

If the buyer can see the Shipping charges, he still should be able to check out and pay and ignore that message.
