I don't think a 15 year kettle qualifies as capital equipment.

The cutoff age appears to be twenty years, so a fifteen year old kettle seems to qualify.

Then again there is a link to the standard eBay money back guarantee in the listing, so I think the BEPP may only apply in certain "Heavy Machinery" categories.

My understanding is that listings that qualify for BEPP do not have links to the standard money back guarantee in the listing.

So  ebay seller only has one item for sale on the page, with a no return on this item is it covered under the standard money back if it doesnt work?

Since that is a pickup only item, you would need to verify it is in working order before taking possession which may be difficult if it is storage where there is no gas hookup.
