It appears to be for making a seal impression--perhaps for wax. Not sure since it's hard to tell size of the item and depth of the seal well from the pictures.
It could also be for stamping metal blanks.

I got curious about this so I transcribed the initials and did a few searches. Now I'm not positive but it appears that this could be attached to the Redemptorist faith. If so, I am guessing that it is possible that this item could have been used for stamping the Host used in Holy Communion.
Again, I'd really like to know the size of the item.

So the depth of the well is maybe 1/4? It's the right size for the first two uses I mentioned. It might not be the right size for a Host, though.

The depth is very shallow can't really measure it with ruler
