Table with cut outs - what kind of table?

Does anyone know what this table is for? It has a couple of cut outs. I'm posting this for my cousin, so am posting the only photo I have of it. Thank you in advance!

From just this picture it looks like a marriage of woods due to the railing like legs , are the wheels old under it and the type hinge on the drop would make it very top heavy to that side looks like the edges on the top have some detail and then they got lazy on the 2 boards on the bottom with the wood 2 by 4 ? Holding the wheels and the legs not centered look for some old holes on the top underside proofing it is a marriage of sorts after all that said I would suggest a it's use was special and nit made as a occupational or common household use puppet table but to tall perhaps then I would go with a vegetation cuting table good luck with it if find another please inform me Ockanickin
