Need help identifying what type this vase is and the mark on the b

I am needing help identifying this vase.  I know nothing about marks and wonder if there is a place that one can visit to try and decipher one.  I do not know if this is Chinese, Japanese or some other culture.  The vase stands 10" in height.  It truly is beautiful.  Any help would be greatly appreciated.
