Identifying Antique Brass Hookah

Hello, we came across an antique hookah brought home from the Vietnam war. It's 5"1', silvery brass (One person told us silver brass is typically from Persia) and it has Arabic written on a sticker near the bottom. The only other markings seem to be the same pattern throughout the entire piece, either plants or wings? We met one person who could read Sanskrit, he told us the Arabic writing is post-Hindi and was given as a very special gift, either to someone very special or a wedding/ event of sorts. We'd like to give this hookah a nice home, so I'd like to know all the info I can on it. Could anyone possibly be able to help identify origin and age of the hookah? I have candlesticks from the early 70's that I bought new that looks very similar in the etching. Mine are made in India though.

It looks correct for the Vietnam War era, 1960s-70s. Not antique. It has to he at least 100 years old to be considered antique by the US Customs Bureau. That is the official standard.
