Yes, that's correct. eBay limits foreign sellers (export sellers) to listings under US$ 500 unless, or until, they have an account manager.

·4 months ago@epsilon1948 there is NO phone number and NO email. Where ever you sent that first email, went to some scammer.
NEW Sellers and Out of the US Sellers are subject to Maximum Selling amounts to keep people safe from thieves that could EASILY list items worth $5,000 for $1000 and then STEAL the $$ from a buyer.
Therefore, you will NOT be able to list things that expensive until you have proven yourself over a period of time.

eBay does use that email address for export sellers, to request approval for listing premium items (over US$500). This is only required for export sellers, not those based in the USA. So you would probably not run into this.

I'm sorry, but that email is the only way to request being enabled to list premium US listings. There is no phone number that you can call.
You can try asking for help with this on the eBay Export community. There are eBay employees posting there, who may be able to forward your request to the right team.

Unfortunately, if you don't get a response, it probably means that your account is not qualified at the moment. All that I can recommend is that you continue selling items that you are allowed to list, and make sure that there are no issues with any of your transactions or deliveries. Then you can try again in a few months.
If you want to list higher-value items, you can list them on another eBay site, such as eBay UK (www.ebay.co.uk, in GBP and English) or eBay Spain (www.ebay.es, in euros and Spanish). If you don't allow shipping to the USA, then you will be able to list higher-value items that way.
