Can anyone tell me something about this cast iron toy? Is it old. I can see it is missing the handle bars, and his hands?

Who was your reply directed to? If before you start to post a reply, you click on the (@) at button, you can direct your reply to the original poster's (OP's) message or to one of those who have already responded by choosing their username from the drop down list, that appears when you click on the at key.
If this reply was directed to the OP, they do not have the toy listed yet. The listing image you posted is for a Replica Hubley toy made by ERTL who bought the many of Hubley's vintage metal toy, tooling and dies and reissued them.

That is a 1920s or `30s if I'm not mistaken it was made between 1928 and 1931. Hubley Parcel Post Delivery, Harley Davidson cycle and side car. Once used by the USPS, The back of the side car should flip up. It has been ages since I last saw one, but I believe handle bar fit into or under the "gloved" hands and slipped onto the steering post. The driver should be wearing a blue uniform with a yellow or tan cap. Molded onto the tire should be Hubley Manufacturing Company. On the bikes underside or inside the package compartment the Hubley name should be molded in as well.
If you are thinking about selling this item on ebay You may want to consider first replacing the handlebar. You do not have to paint it to match, let the buyer do that. Below is an image which has the correct replacement handle bar. Below the image of one of the Parcel Post Delivery toys, is a link to a seller I have used for replacement Hubley metal parts, it is for that handle bar, if your toy is the 9.5" one. If the Harley Davidson name sticker is missing or torn on the other side of the tank, there are replacements for that too. but buy the sticker type, not the decal. These are rare do not show up often on ebay so I would auction the toy with a starting price of $250 or more. There was a time I might have bought that toy, but I'm trying to downsize my collections.
