Why 3 Cuts in Some 1898 Series Revenue Stamps Face Value 10 cents and Higher
The Government (see attached scan) issued a directive dated 1 Dec 1899, effective all revenue stamps 10 cents face value and higher on 15 December 1899 to have in addition 3 cuts. I've attached this directive, but mostly unreadable, (I typed out the most important parts so they could be readable.)
Some private companyies made up and offered a device to make these cuts (also see attached a scan)
Summary: 1898 Series revenue stamps, issued before 15 Dec 1899 10 cents and above did not require these cuts. Revenue stamps issued on or after 15 Dec 1899 10 cents and above required these 3 cuts!Example of 3 cuts
