It's what we would call a Cinderella stamp. It wasn't used to pay postage, so wasn't issued for that. It could be some sort of souvenir, or a label that was designed to go on something. Kind of a neat design though...
When I looked around it seems a couple of Italian dealers had a few of these stamps at different denominations. I think it's possible they were stamps for small children to play with and stick in "stamp" albums. I've seen examples in other countries.
Can you provide a close-up of the lettering between the numbers "2" and "8"?
Hard to tell -- but it looks like a stamp from Latin America.
There's no lettering, this is another picture of the stamp (found online, but I get a 404 error when I try to go to the site to see how they identified it).
