Need help: Damaged UPS shipment with eBay label stuck in shipping loop. UPS says only eBay can file claim.

Need help: Damaged UPS shipment with eBay label stuck in shipping loop. UPS says only eBay can file claim. I'm hoping someone has dealt with this before because I've spent days going back and forth between UPS and eBay without any resolution. I sold a Pride Go-Go mobility scooter and purchased the shipping label through eBay. The package was damaged in transit before it could be delivered to the buyer. The problem is that the package has been bouncing between Florida and Texas for over a week. It keeps showing "Out for Delivery," then "Returning to Sender," then ends up in another UPS facility. Neither the buyer nor I have been able to inspect the damage because it never actually arrives anywhere. My return address has changed since the label was created. UPS has repeatedly told me they cannot change the return address because the label was purchased through eBay and eBay is listed as the shipper. They also tell me I cannot file a damage claim because the shipment is restricted, and I receive the following error: "Unfortunately we cannot process your claim. The sender has restricted claims for this package. Please reach out to them directly for assistance. (UPS:E022)" UPS has told me multiple times that eBay must initiate the claim or otherwise authorize it. The problem is that eBay support keeps sending me back to the UPS claims website, which immediately rejects the claim with the error above. I've now contacted eBay several times and have received conflicting answers from different representatives. One says to file with UPS, UPS says only eBay can do it, and another eBay representative suggested refunding the buyer without addressing the damaged shipment or insurance claim. The buyer has been very patient throughout this process, and I want to make sure they receive a full refund. I also need to recover the value of the damaged item through the shipping insurance, but I'm currently stuck because neither company will take ownership of the claim. Has anyone successfully resolved a situation like this with an eBay shipping label? Specifically: How did you get eBay to actually file or escalate the UPS damage claim? Is there a department or phone number that handles restricted UPS claims purchased through eBay? Has anyone dealt with a package endlessly cycling between UPS facilities after being marked damaged? Any advice would be greatly appreciated. At this point I just need someone to take ownership of the claim instead of being sent back and forth between UPS and eBay.

I cannot pick up an item and now I'm having issues with the seller

I'm in southern Utah. The seller is in North Carolina. For some reason it accidentally opted for me to pick up the football helmet I purchased for $124. I cannot drive across the country to do so. While communicating with the seller they're unwilling to cancel the transaction... And have basically said that they would only ship the item if I paid them $350. I'm not willing to do that I have a bunch of terrible messages and screenshots of our conversations on the eBay messages and over text message and I would like to send in to report this seller and just get my money back. That's all. I really want to contact customer service and have them step in and help that I cannot get anyone on a phone service line, it seems like it's impossible

eBay is not Processing My Refund for a Counterfeit Item

I purchased a jacket on eBay in April, but it turned out to be fake. I contacted eBay and was told that I would receive a refund. However, almost two months passed without the refund being processed, so I called eBay again and was told that they would take care of it. Despite that, it is now the end of July and I still have not received the refund. I tried contacting eBay again, but the AI agent will not connect me to a human agent because more than 90 days have passed since the purchase. I even have a claim number, but at this point, I have no way to speak with a human representative. What is even more frustrating is that I clearly reported the seller for selling a counterfeit item, but the seller’s account has not been suspended and the seller is still actively selling items on eBay. What am I supposed to do in this situation? Does eBay normally drag out refunds like this until customers eventually give up trying to get their money back? Sooooooo frustrating

possible scammer & refusing to pay their countries custom/tariff tax to receive delivery and eBay holding my payout

Hi, I am a new seller and sold my first 2 items to one person who lives in another country than myself. These items were both “no return”/“final sale items” and shipped the two items on June 25th, 2026. The buyer messaged me complaining & upset that I filled out the customs/tariff form out truthfully and legally. He was hinting that I shouldn’t have claimed what it really was and acted like I screwed him over. Because I filled it out “incorrectly” to the buyer, he was asked to pay the tax/tariff amount before it would be delivered. He complained that the ring was “cloudy” and not good, wanting a refund… but he has not even received the item, it’s still sitting in customs and has been since July 7th. I messaged the buyer multiple times asking if he was going to get his item or let me know if he’s not going to pay for the tax. He then complained about the 2nd item which was a gemstone saying “you did not tell me about the inclusions, I want a refund.” But funny thing is that I told him there were inclusions visible right in the eBay chat and even sent more close up pictures before he purchased. But now this buyer requested a return and refund for the gemstone. And now my payout is still on hold because he won’t pay for the countries customs/tariff tax on the first item and wants a return for the second even though we spoke in detail about the inclusions and quality. He won’t respond to any of my messages and just want the money from the items I sold and shipped to the person. How can I get eBay customer service to release the hold as I did my part as a seller and gave plenty of detail of both items before he made an offer. Want to get the hold off!!!

Funds on hold for no reason

Hello! I'm having a problem with the release of my funds for a sale shipped via FedEx. The buyer requested that the package be held for pickup at a FedEx office instead of being delivered to their home. They picked it up on July 8th , but because the FedEx office has a different ZIP code than the buyer's address, eBay is still holding my funds. I've contacted support three times already, but every agent has provided the same generic responses, which have been completely unhelpful and have not addressed the actual issue. What can I do? This is a significant amount of money that I urgently need, as selling on eBay is my primary source of income.

Buyer says that they didn’t receive package even though it shows on the USPS tracking that the item was delivered. What do I do?

I shipped the order last month and it says that it was delivered to the porch of their residence 2 days later(6/26). However, half a month later(7/16), they have reached out to me to say that they didn’t receive the package. I have contacted usps, and they reiterated what the final update says and that the buyer should not have waited almost a month to announce that they hadn’t received their package. At this point the buyer is asking for a refund or another pair of shirts; which I don’t have. I checked their account and they have positive reviews, so that makes me think they aren’t scammers. Can someone please help me with what I should do???

Refund for item not as described without returning

I received an item that is not as described. I contacted the seller several times and received a reply only to my first message. I asked for a refund. If the seller wanted the item back, I asked for a prepaid label. (Based on what I read, the seller pays the return shipping if the item is not as described.) I tried to go through the process for a refund, but I was given only two choices: eBay credit when the item is dropped off (which it won't be) or credit to a credit card that is no longer valid. I deleted that credit card from my account and added a valid card. But the 'return' process still shows the old card number, and I know I can't cancel that return request and open another one. I also want to give negative feedback, but I think I should wait until this is resolved. I don't know what to do next. I can't figure out how to get eBay involved. Any help is greatly appreciated. Thank you! Diane

Case Appealed but No Response from eBay, Automated System Zero Help

Hello, I submitted a case to eBay for an item that I did not receive to get a refund. I did not receive the item but the seller listed it as delivered and therefore the original case was closed. I submitted an appeal, but it's been over two weeks and have not heard back from eBay even though ebay said they should reach out to me within 48 hours. For the appeal, I reached out to the post office and they stated the item was shipped to a different address, and the packaging did not fit the dimensions of the listing on eBay. They provided tracking details with the different address and a picture of the parcel, which I included in the appeal. When I call or chat with the automated system it says that my case is closed and that I can't appeal. However, when I click on the purchase history of the item, I can see the case appeal details and that it is not closed. I'm not sure what to do. This item was over 400 dollars. I feel like I got scammed by a loophole. Is there a way for me to reach an actual agent who can look at this case? Any community help is appreciated! Hopefully eBay will help my appeal. Thank you! To add more oddity to the situation I am unable to find anyone I can contact regarding this disput now that it has been resolved. What do I do? Is their someone I can regarding this purchase out of staples store next state over or I am just screwed? I have been using this site for years and I am somewhat savy with the ins/outs of its operations but am unable to get any results on this issue, what do I do next?
