Submissions of overprinted United States stamps issued in 1899 during the occupation of Cuba after the Spanish-American War are being rejected for listing. Apparently, Item Specifics like Country of Origin : United States, and Place of Origin : United States and Year of Issue : 1899 are being ignored by the eBay bots. Stamps and covers issued before the 1959 Communist takeover of Cuba should not be blocked by eBay. This has been a long-standing problem created by eBay's failure to pay attention to Item specifics.
