Sellers account no longer exists, i cant get a refund.
I paid $300 for a GPU. I submitted a cancellation request. The seller’s account no longer exists. The item never arrived and the order/cancellation is not showing properly in my Purchases. I need the order cancelled and a full refund.

Logistics API---HELP

Has anyone successfully integrated logistics API?! After encountering some errors, ebay developer support is informing me that all users must sign the PayPal billing agreement for logisitcs API to work. Is this true or are there any other work arounds. This would require me to have all of my users to wait for item to sell so they can add their paypal account as a payment method. PLEASE HELP!
